On Thursday, July 20, 2006, representatives of the Ukrainian Association of Investment Business (UAIB) in cooperation with members of the First Stock Trading System (PFTS), Professional Association of Registrars and Depositories (PARD), and Ukrainian Banks Association discussed the Draft Law "On the System of Depository Record-Keeping." Stock market participants strongly protested against creation of the Central Depository on the basis of the government structure, i.e. the National Depository of Ukraine (NDU). In order to prevent the adoption of the Draft Law in its current form the market participants had signed an Open Letter to the President of Ukraine, the Verkhovna Rada and the Cabinet of Ministers with the demand to pull the Draft Law back from the Parliament.

A new statistical bulletin "Mandatory State Social Insurance and Pension Provision" has been prepared by specialists of the Ministry of Labour and Social Policy of Ukraine and the Pension Fund of Ukraine. The document contains the main principals, legal framework and basic statistical indexes of social insurance system and pension provisions in Ukraine for 2005 – beginning of 2006. The book will be useful for social and pension insurance experts, scientists, journalists, people of pre-pension and pension age, students of economic and law departments and other interested persons.

On Thursday, May 25, 2006, The Project’s Pension Experts accompanied Mrs. Olena Haryacha, Deputy Minister of Labor and Social Policy, on a visit to the Zhidachiv and Sokalski raions, where the Pension Fund of Ukraine is implementing a pilot program on the implementation of the second pillar pension reform, the Mandatory Accumulation System mandated by the Cabinet of Ministers.

The Law "On Securities and the Stock Market" (No. 3480-IV) adopted by the Verkhovna Rada on February 23, 2006 was published in the Official Bulletin of Ukraine on April 12, 2006.
The new law will come into effect in 30 days after publication.

The President of Ukraine has signed the Law “On Securities and the Stock Market” (No. 3480-IV) passed by the Rada on 23 February 2006.
The law codifies the provisions of the legislative acts on the stock market, particularly those of the Laws of Ukraine “On Securities and the Stock Exchange”, “On the State Regulation of the Securities Market in Ukraine”, “On the National Depositary System and Special Features of Electronic Circulation of Securities in Ukraine”, and the Civil Code of Ukraine.
The law improves the regulation of issues of professional stock market activities, in particular with regard to securities management, the method of licensing stock market professional participants, and the requirements thereto, including those concerning the combining of certain types of professional activities in the stock market. The law includes provisions on the issuance procedures of open (public) and closed (private) placement of securities. Besides, the law sets requirements to information disclosure by issuers and professional stock market participants, introduces the notion of insider information, and regulates the matters of unfair advertising in the stock market.
The Law shall come into effect in 30 days from the day of its promulgation.

The Verkhovna Rada has approved the Securities and Stock Market Law on the whole. When the new law comes into force, it will supersede the 1991 Securities Law that has become obsolete and no longer met the needs of Ukraine stock market development.
The introduction of contemporary approaches to securities market regulation in Ukraine is an integral part of the market economy development.

The Law of Ukraine "On Mortgage Bonds" #3273-IV came into force. The Law was adopted by Verhovna Rada on December 22, 2005.
